Staggering Notifications using Escalation Teams

Hi all,

 

I am trying to implement the following notification scenario:

 

When the notification triggers, it sends a notification to a delivery endpoint (in my case, a webservice). If no acknowledgement is received within 15 minutes, it sends another notification. The same thing occurs two more times at the same interval (i.e., 45 minutes after the notification triggered, if no acknowledgement has been received, three notifications will have been sent). Finally, after another 15 minutes (i.e., an hour after the notification triggered), an e-mail should be sent to a contact.

 

The first part of this scenario was easy to set up. I created an escalation team, whose member is the delivery endpoint (webservice), and I set it to repeat three times at a 15 minute interval. However, I don't know how to achieve the latter part of sending an e-mail. Is this possible? And if so, how would I go about it?
