method to send email when notifications are stopped

I'm not sure if this is the proper place to post this but here goes. 


Several times a year I will have a situation where the notification service starts but all of the notifications are not in the running state. Normally I always check for this but I'm looking for a non notifications method to notify me if notifications are actually firing. Has anyone created a windows scheduled task and or powershell script to perform this function?  The basic concept would be a daily task that checks what notifications are active and which are stopped. If there are any stopped notifications, they would be sent to the target recipient via email which would include all the stopped notifications.
