I created some new attributes and now I want to import some time stamps and values from text file.
I know PI UFL Interface can do it but is it another way to do this?

The other way is to develop a custom console application or Windows Service that would process all the new files from a specific folder. Your custom application would read each line of the text file and send the value to the PI System using the method UpdateValue() of the PIPoint class within PI AF SDK.
If you are not familiar with .NET development and PI AF SDK, the easiest way would be to configure the PI UFL interface.

I forgot the option to use piconfig which is copied to the computer when PI SDK is installed. Piconfig lets you send values to the PI System. The good news about this option is that no development is required but you might have to write some piconfig scripts. The disadvantage is that the format of timestamps and values from your text files needs to be compatible with piconfig in order to work properly.
