How work PI Buffer Subsytem?

Hello, dear friends.

Can you explain me, this from help file about buffering:

Once PI Buffer Subsystem registers with a PI Server and starts sending data for a PI point, only PI Buffer Subsystem can write snapshot values (either new values or edits) for that point. In other words, PI Buffer Subsystem "locks" the point in the snapshot. This lock is used to maintain consistent compression.

This means that one PI buffer on one PC can write and edit data - I can not do it from another PC, where I use pi buffer subsystem? Or this means that I can write and edit data if I use buffering with SDK?
