Missing OSIsoft.PI.Configuration

I'm trying to distribute an application to a machine that doesn't have the PI or AF SDK installed.  When handing over the .exe, however, it gets the following error at the start:

Could not load file or assembly 'OSIsoft.PI.Configuration, Version=1.3.8.0, Culture=neutral, PublicKeyToken=c3309f0734ba2805' or one of its dependencies. Invalid pointer (Exception from HRESULT: 0x80004003 (E_POINTER))

 

All the DLLs referenced in the project (e.g. OSIsoft.AF.UI.dll, AFSDK, etc.) were included in the same directory as the executable.  A quick system search for "OSIsoft.PI.Configuration" yielded no results on my own machine, but I have no issue running it, nor does another person who has PI System Explorer installed.  Is there anyone who can shed light on the cause of the exception?  We suspect it means that the machine running the executable has to have PSE installed, but we aren't entirely sure.
