VBA to Trend Graphs and user manipulates

Is it possible to code (In VBA) to plot a graph from a pi tag, and add static values that will be modified by a user?

The idea, is once a trend is plotted, 3 text box's could be used to put the Upper, and lower limit. The last box would be a "Target" line that one could see if the the plotted graph is meeting the target. These three boxes would basically draw a static horizontal line (depending what number was put in the text box) so one could see "boundaries" if you will.

I've read solutions to other questions stating its not possible to create a static horizontal to put added to an existing trend in a graph.

I'm scratching my head on the best way to code this request.
