I want to know how works user named license for PI Data Access.
If I install it on one server can I use PI SDK and ODBC to get data from PI Server? Is it limited per client, technology or server?

Typically, user-named licensing provided by OSIsoft is generally limited per product. For example, a license allowing for 10 named users for a particular PI Coresight server, I.E. 10 particular users can connect to and utilize the product. That being said, licensing can vary per customer and per situation. I would highly recommend that any questions regarding your particular license be sent directly to your OSIsoft account manager to make sure there are no miscommunication or uncertainty.

So if i want to get PI data to two diffrent systems, using one dedicated user, should I use one license or two?
It sounds like you want to pull data into two different PI servers. In terms of licensing/architecture, this can be done in multiple ways...
Some potential options:
Option 1: Two standalone production servers: This would require two "production" licenses. One for each standalone PI Server.
Option 2: Two member PI Collective (HA Configuration) : This would only require 1 "production" license, however it would need to allow for a PI Collective Configuration
Option 3: Two standalone servers, one development, one production: If you are looking to have both a production and development server, in this case you would still need two licenses, however one would be a "production" license and the other would be a "development" license.
Again, I would highly recommend having a conversation with your account manager to discuss your exact needs and he/she will be able to best tailor the license to what you are trying to accomplish.
