PI Web API Error After Changing SSL Certificate "Could not load file or assembly..."

When we installed the PI Web API we opted to use the self-signed certificate instead of creating our own certificate for use.  Today we went to replace the self-signed certificate and our Web API instance now seems to be broken.  I can navigate to https://(DOMAIN)/piwebapi and everything seems to be working fine.  When I attempt to navigate to https://(DOMAIN)/piwebapi/dataservers I receive the following error:

{ "Errors": [ "Could not load file or assembly 'OSIsoft.WebID, Version=, Culture=neutral, PublicKeyToken=ebc5a6cf4fa47c29' or one of its dependencies. Access is denied." ] }

The only thing we changed was replacing the self-signed SSL certificate with the new one.  


Any ideas what went wrong?
