Trigger a notification both when an event frame opens and when it closes

We are running PI Notifications 2016 R2.  I am seeking to trigger a notification (call to a Web service) both when an event frame opens and when it closes.  I see that notifications are triggered by default when an event frame is created.  I'm looking for the most elegant way to also trigger a notification when an event frame closes so I can make a second call to a web service so that the other system will receive details on the duration of the event frame.


This feature request indicates that there are the options to send a notification at the start of an event and at the end of an event, but I'm not sure how this is accomplished.  My event frame is simple with no child event frames needed—unless child event frames are needed to accomplish the objective.
