I would recommend confirming that you are licensed for PI Batch under SMT > Operation > Licensing > Programs > pibatch.Default. If you are licensed it should appear like the below:
It's also possible you're seeing this error because the PI Batch Subsystem service isn't running on the PI Data Archive. Could you please confirm that the service is running in the services.msc window?

I just realized that in your message you have "PIBATCHLEGACY" rather than "PIBATCH." Very few, if any at all, customers should be using the PIBATCHLEGACY database as it's no longer part of the current PI Batch structure. I would recommend not touching the database's security unless you have specific reason to and this isn't just for housekeeping purposes.
